The Rising Artist Program (R.A.P.) is a free creative development experience for middle and high school youth presented by Free My City Outreach in partnership with the City of Killeen Parks & Recreation and sponsored by Dream Big Studios.

Participants will explore songwriting, storytelling, confidence, collaboration, live performance, and self-expression while creating original music in a supportive environment.

Please note: Space is limited for each cohort to help maintain a safe, engaging, and hands on learning environment. Submission of an application does not guarantee placement in the program. Participants will be selected based on eligibility, availability, student interest, and overall cohort capacity.
